It provides clear guidelines to ensure value for money, foster competitive local industry, and promote Indigenous business engagement, all in line with legislative requirements.

Our internal processes ensure that each tender and quotation submitted by potential suppliers is given fair and equitable consideration.

Tenders & Contracts

Become a supplier on VendorPanel

Business owners are encouraged to register on VendorPanel, the online platform used by Council to request quotations, tenders and expressions of interest. VendorPanel provides Council with improved purchasing governance and transparency as well as making it easy for suppliers to download Council requests and upload responses.

Registration is free, takes only a few moments to complete and as an added bonus your business profile will be visible to external companies as well as Torres Strait Island Regional Council.

Register as a supplier in three easy steps:

  1. Go to: VendorPanel
  2. Search and select the most appropriate category for your business.
  3. Click on the link, complete your profile and be visible to buyers!

Once registered, as projects arise, your business will receive an email inviting you to submit an offer.

If you do not have access to a computer, Council has computers available for residents to use at the divisional offices.

Council does not open tenders publicly, but Council may be required to make documentation and information contained in, or provided in connection with, a tender publicly available, where that documentation or information is required to be disclosed pursuant to a provision of the Local Government Act 2009 or the Local Government Regulation 2012.

FAQs

Who can apply for Council contracts?
Any supplier that meets the standards and criteria stated in our tender documents can submit a tender for a council contract.  We especially encourage those who are Indigenous or locally based to bid for Council contracts as they receive preference according to the Local Benefits Test.

How do I submit a tender?
Council calls for tenders and some quotations through the VendorPanel platform. It is free for potential suppliers to set up a profile on this platform, to download and submit tenders. Register via the VendorPanel Marketplace. Click here to register

What is the Local Benefits Test?
The Local Benefits Test applies a 15% evaluation weighting to encourage local supplier engagement and socioeconomic benefits in the Torres Strait region.

Standard Terms and Conditions
Unless alternative terms and conditions have been agreed to in writing, the relevant Standard Terms and Conditions below are incorporated into our contracts and govern the purchase of goods and/or services by Torres Strait Island Regional Council. 



Procurement Process Conditions
The Procurement Process Conditions are the terms and conditions that are included as part of a Request for Tender or Request for Quotation, which set out the procedural rules that will govern a tender or procurement process, including the requirements for a compliant Tender and the evaluation criteria and process for evaluating, selecting and/or rejecting tenders received.


Policy & Code of Conduct
Torres Strait Island Regional Council is required to conduct our procurement activities in accordance with the Local Government Act 2009 and the Local Government Regulation 2012, as well as Council's Procurement & Ethical Sourcing Policy.  Our Supplier Code of Conduct sets out the expectations that Council has of businesses and individuals that want to provide their goods or services to the Council.
