Zenadth Kes Planning Scheme

The Zenadth Kes Planning Scheme is a comprehensive framework designed to guide sustainable development in the Torres Strait Island Regional Council area.

The region’s first planning scheme was originally implemented on July 11 2016, the scheme reflects state, regional, and local policies while considering the unique cultural and environmental context of the region. The new Zenadth Kes Planning Scheme was implemented 23 February 2018.

Community Vision:

Honouring Ailan Kastom (Island Custom) and preserving cultural heritage is central to development. We focus on empowering Torres Strait communities in decision-making for a sustainable future.

Key Components

Strategic framework

Addresses key themes:

  • Environment and Natural Resources: Protecting biodiversity and cultural links to land and sea.
  • Natural Hazards: Mitigating risks from climate change, coastal erosion, and other hazards.
  • Economic Development: Encouraging local industries and employment while preserving environmental values.
  • Infrastructure: Enhancing water, waste, electricity, and telecommunications services to improve community wellbeing.

Development guidance

Categories of development include accepted, assessable (code and impact assessments), and prohibited activities. A hierarchy ensures consistency between local and state regulations.

Infrastructure planning for each island, considering growth, demand, and priorities for water, sewerage, transport, parks, and community facilities.
  1. Local Government Infrastructure Plan (LGIP): Infrastructure planning for each island, considering growth, demand, and priorities for water, sewerage, transport, parks, and community facilities.
  2. Cultural Integration: Development integrates Ailan Kastom and requires consultation with local Prescribed Body Corporates (PBCs) to ensure cultural and heritage considerations.
  3. Sustainability Focus: Encourages renewable energy, sustainable waste management, and environmentally friendly designs.

Special considerations:

  • Native Title Obligations: Development must comply with the Native Title Act 1993, including obtaining consent for projects affecting native title land.
  • Community Engagement: Policies promote collaboration with Traditional Owners and community members to incorporate local knowledge.

This planning scheme establishes a balance between cultural preservation, environmental protection, and development, ensuring a resilient and sustainable future for the Torres Strait Islands.
