Mayor Phillemon Mosby
Mayor Mosby: A Visionary Leader Committed to the Torres Strait
Mayor Mosby, who previously served as the Councillor for Poruma (Coconut Island) from 2008 to 2015, was re-elected in 2024 as the regional Mayor. He is only the second person to assume the Mayoralty since the Council’s amalgamation in 2008.
Bringing a youthful, innovative approach to the role, Mayor Mosby has a strong background in community development and local government, having held various positions within both the amalgamated Council and the former Island Council. His experience includes roles in administration, housing and tenancy management, community engagement, advocacy, and many voluntary positions within the local community.
For over two decades, Mayor Mosby has been a passionate advocate for action on climate change, focusing on protecting island communities in the Torres Strait from the devastating effects of global warming. His advocacy also emphasises the preservation of cultural practices, traditional dance, and languages. He has represented the region at numerous national and international forums and has been instrumental in advancing discussions around the repatriation of cultural artefacts to Zenadth Kes.
At the core of Mayor Mosby’s vision is the phrase ‘Kunakanpalan ngoelmun lagaw mina pawal,’ meaning ‘Strengthening our island identity’ in the Kulkalgaw Ya dialect (Kala Lagaw Ya Language Group). This vision emphasises reclaiming the region’s vibrancy, preserving the enduring identity of Torres Strait Islanders, and revitalising Ailan Kastom and cultural practices that have been passed down through generations.
In addition to his role as Mayor, he currently serves as:
- Chair of the Porumalgal (Torres Strait Islanders) Corporation
- Director of the Gur A Baradharaw Kod Sea and Land Council Torres Strait Islander Corporation
- Chair of the Torres Strait Local Disaster Management Group
- Member of the First Languages Australia Committee
- Member of the Queensland Museum Aboriginal & Torres Strait Islander Consultative Committee
