Torres Strait Island Regional Council adopts new Corporate Plan 2025–2030

Torres Strait Island Regional Council (TSIRC) has endorsed its Corporate Plan 2025–2030, outlining a clear strategic direction to guide Council’s operations, service delivery and advocacy across the next five years.

Developed through extensive consultation across the Torres Strait, the Plan aims to support improved liveability, economic resilience, and cultural preservation throughout the region.

 

The four focus areas outlined in the Plan include:

Strengthening our Communities – improving access to housing, aged care, support services, and cultural initiatives.

Maintaining and Renewing Infrastructure – investing in safe drinking water, community facilities, and transport connections across road, sea, and air.

Protecting our Natural Environment – responding to climate change, improving waste and biosecurity management, and supporting sustainability.

A Proactive and Responsible Council – enhancing governance, financial management, and local employment while advocating for regional autonomy and funding.

 

Mayor Phillemon Mosby said the Plan sets out an ambitious yet practical roadmap for the future of Zenadth Kes.

“This Corporate Plan reflects our commitment to a clear and ambitious vision: to build an autonomous, prosperous, and sustainable community and Council,” Mayor Mosby said.

“It provides a strong foundation to guide decision-making and partnerships, ensuring our efforts continue to meet the evolving needs of our communities.”

Chief Executive Officer James William said the Plan will assist Council to deliver coordinated and community-focused outcomes.

“The Corporate Plan 2025–2030 sets out a clear strategic direction for how Council will serve communities over the next five years,” Mr William said.

“It supports Council to remain responsive, adaptive and aligned with the region’s priorities—ensuring that our actions translate shared aspirations into practical outcomes.”

The Plan will inform Council’s annual operational planning and budgeting processes, with progress to be monitored and reported regularly in line with the Local Government Act 2009.

The Corporate Plan will be available on Council’s website and at Council offices when it comes into effect from 1 July.
